How Much Does an Offshore Recruitment Resourcer Cost?

For a UK recruitment agency, the cost of an outsourced resourcer is only useful when it is compared with the work the seat removes from billers and the full cost of the alternatives. A low monthly figure can be poor value if the person sits outside your process, while a more capable dedicated resourcer can protect margin by giving consultants back hours for client development, candidate control and closing fees.

The short answer: £1,200–£1,600 per month, plus setup

What a UK resourcer really costs

Our published salary guide uses a UK annual base range of £23,000–£27,000 for a recruitment resourcer. That is a useful starting point, but it is not the employer's total cost. Employer National Insurance, pension, recruitment, equipment, CRM and job-board licences, workspace and management time all sit outside the salary line. Commission or performance incentives may sit outside it too.

For a simple worked example, take a £25,000 base salary. Using the standard 2026/27 employer National Insurance planning basis of 15% above the £5,000 secondary threshold adds about £3,000. A simple 3% pension proxy adds £750. Add an illustrative £4,000 for equipment, workspace and role-specific tools, and the annual total reaches £32,750 before recruitment fees, paid absence cover, management time or a ramp period are included.

Cost per productive consultant hour

The more useful question for an agency owner is often not “What does the resourcer cost?” but “What does the resourcer let a biller stop doing?” Consultants lose selling and closing time to database searches, job-board work, first screens, CV formatting, interview coordination, compliance chasing and record updates. None of those tasks is unimportant. The problem is that they compete with client conversations and candidate control that directly need the consultant's judgement.

Imagine one biller spends 12 hours a week on repeatable resourcing and administration. Across 46 working weeks, that is 552 hours. If a dedicated resourcer absorbs even eight of those hours each week, 368 consultant hours are released for higher-value work. Against a first-year Cape cost of £15,900–£20,700, the cost per released hour would be roughly £43–£56 before any value from faster sourcing, better candidate coverage or improved database quality is counted.

That example is deliberately modest and should be rebuilt around your actual desk. Track where consultants spend time for two weeks, separate tasks that require their judgement from tasks that follow a repeatable process, and estimate what percentage a trained resourcer could own. The exercise gives you a much stronger business case than comparing two salary numbers.

Resourcer, delivery consultant or 360 recruiter?

The title determines the comparison only after the work is clear. A resourcer is usually focused on candidate delivery: search, outreach, first screening, shortlist support, interview coordination and candidate-record quality. A delivery consultant may own more of the candidate process and client communication around live roles. A 360 recruiter adds client business development and vacancy generation to the candidate side.

If your billers have plenty of vacancies but cannot source and manage enough candidates, a resourcer is the cleanest and usually most cost-effective brief. What should be included in the monthly fee?

Ask every provider for a line-by-line answer. A quote that looks cheaper may exclude equipment, office space, recruitment, HR, payroll, management, replacement or connectivity. It may also describe a shared resource rather than a dedicated person. A like-for-like comparison should establish at least the following:

  • whether the resourcer is named and dedicated to your agency;
  • who employs them and handles local payroll and HR;
  • where they work and who provides the equipment and connectivity;
  • which working hours are covered and whether those overlap live UK activity;
  • who owns ATS, CRM, job-board and LinkedIn licences;
  • what onboarding, coaching and performance support are included;
  • what happens if the person leaves or the fit is not right;
  • where candidate data is stored and how access is controlled.

Using the conservative £32,750 UK example above, two UK resourcers would cost about £65,500 before recruitment fees, management time or absence cover.

The illustrative first-year difference is therefore £24,100–£33,700. That does not mean the agency should automatically hire two seats. It means it can compare the cost of a defined delivery pod with the consultant hours and placement capacity it expects the pod to unlock. Starting with one clear desk, measuring quality and handovers, then adding a second seat is often a more responsible rollout than buying a team before the operating rhythm is proven.

How to measure whether the seat is paying back

Do not judge a resourcer only on raw calls, searches or CVs sent. Those are useful activity signals during ramp, but they can reward volume without relevance. A balanced scorecard should include shortlist acceptance, candidate-to-interview conversion, time to first qualified shortlist, database reactivation, response rate, record quality and the consultant hours released.

Then connect those measures to desk economics. Is the biller spending more time on client development and candidate control? Are live roles receiving stronger coverage? Are candidates moving faster because follow-up happens every day? Is the CRM becoming more useful rather than less? The seat pays back through a combination of protected fee-earner time, better delivery capacity and lower fixed employment cost.

When an outsourced resourcer is not the right answer

Keep the work with consultants when every search requires deep personal market knowledge, the volume is too low for a dedicated role or the agency has no repeatable process to hand over. Use a short-term researcher or project if the need is genuinely temporary. Offshore delivery works when there is stable, repeatable work and someone inside the agency who can set priorities, coach quality and use the capacity created. It does not remove the need for management. It changes the cost and employment structure around a person who still needs a good brief.
