Resourcer vs 360 Recruiter: Which Does Your Agency Need?

A resourcer and a 360 recruiter can both add capacity to a UK recruitment agency, but they solve different constraints. A resourcer strengthens candidate delivery and gives billers back time. A 360 recruiter covers candidate work and client-side business development across the desk. Choosing the broader title without allocating enough time, experience or management to the broader work is one of the easiest ways to create an offshore role that cannot succeed.

The decision is not about which role sounds more valuable. It is about where fees are being lost today: not enough candidate coverage on live vacancies, not enough client conversations, or a desk that needs structured capacity across both.

The short answer

Hire a recruitment resourcer when consultants already have client demand but lose selling, closing and candidate-control time to searches, first screens, interview coordination, database work and administration.

Hire a 360 recruiter when you want a person to support or own both sides of a defined desk: prospecting and developing clients, qualifying vacancies, sourcing candidates and managing the process.

If both problems exist, do not assume one junior hire can fix both simultaneously. Decide which side receives protected time, what the manager will own and how the role progresses as judgement develops.

What a resourcer does

The resourcer is the candidate-delivery engine behind one or more consultants. Typical responsibilities include:

  • searching the ATS, job boards and approved sourcing channels;
  • building and maintaining talent pools in a defined market;
  • approaching candidates and running structured first screens;
  • recording motivation, salary, notice period and suitability;
  • preparing shortlists and CVs to the agency's standard;
  • coordinating interviews and chasing feedback;
  • updating candidate records and reactivating dormant database contacts;
  • supporting compliance and repeatable desk administration.

The commercial value comes from leverage. Billers spend more time on client development, candidate control, negotiation and closing while the repeatable sourcing engine keeps running. The resourcer does not need to own the client relationship to affect revenue.

What a 360 recruiter does

A 360 recruiter adds the client side to candidate delivery. Depending on experience and the agency's structure, the role may include:

  • mapping target employers and hiring managers;
  • cold and warm client outreach;
  • reactivating dormant accounts and candidate-led business development;
  • qualifying vacancies and capturing a usable job brief;
  • agreeing next steps and supporting service-term conversations;
  • sourcing, screening and shortlisting candidates;
  • managing interviews, feedback and offer-stage administration;
  • reporting client, vacancy and candidate pipeline across the desk.

The range is wider and requires stronger prioritisation. Start with the desk bottleneck

Live roles are under-covered

If consultants have vacancies but struggle to produce shortlists quickly, start with a resourcer. Measure time to first qualified shortlist, shortlist acceptance, candidate-to-interview conversion, database reactivation and consultant hours released.

Business development stops during delivery

This can point towards a 360 recruiter, but first decide whether the person will own BD or simply create first conversations for senior consultants. A developing recruiter may be excellent at account mapping and outreach while a director retains vacancy qualification and terms.

A new niche needs launching

A 360 shape may be appropriate when a credible market, proposition and senior manager already exist. Do not ask an offshore hire to invent the niche, build the client case, source candidates and learn recruitment without examples or leadership. Geography does not replace a launch plan.

Consultants are doing too much administration

A resourcer or recruitment administrator is usually cleaner. Expanding the title to 360 creates unnecessary client-side expectations when the immediate return comes from protecting fee-earner time.

Seniority matters more in a 360 brief

Candidate sourcing can be taught through good job briefs, example profiles, search training and close feedback. Client development also requires commercial judgement: knowing when a vague hiring comment is real demand, when to challenge, how to represent terms and when a senior colleague should take over.

That does not mean every offshore 360 recruiter must be a veteran. It means the brief should match the person's experience. A sensible progression can begin with account research, first outreach and delivery, then add vacancy qualification and broader relationship ownership after the recruiter demonstrates judgement.

How cost enters the decision

  4. which calls the person can run independently;
  5. which decisions require consultant or director approval;
  6. the output and quality measures for the first 30, 60 and 90 days;
  7. who coaches the person and how feedback is delivered.

A clear brief gives an offshore colleague the same chance of success you would want for a UK hire. A vague brief merely moves confusion to another location.

Can a resourcer grow into a 360 recruiter?

Yes. Resourcing builds valuable market knowledge, candidate judgement and familiarity with the agency's process. Client-side responsibility can then be added through account mapping, call shadowing, controlled outreach and supervised vacancy conversations.

Make progression evidence-based. Strong sourcing volume alone does not prove commercial judgement, and a confident client call does not excuse weak candidate delivery. Add responsibilities in stages and protect the time needed for each.

The decision

Choose a resourcer when the agency has demand and needs more delivery leverage. Choose a 360 recruiter when the business wants structured capacity across client development and candidate delivery and can support the wider ramp.
